I am trying to understand something about banding a curtain breed of dog?

I understand why the state is wanting to do this. However I think it would be better if people who wanted to own pit bulls were required to attend approved trainers/training facilities or an educational class. Most of the time these incidents occur because the owners are clueless to the signs of aggression and do nothing to address these issues. Maybe even have owners sign a waiver that says if the dog has an incident they will have to surrender them. That way the dogs have a chance, but not several chances... tough topic.....
