Don't you think an engaged couple should be tested to see if they are worthy of parenthood?

Too many horror stories are being presented in the Family section of Yahoo Answers. Teenagers and young adults are being abused and neglected. This "situation" could be avoided by giving an engaged couple a psychological and mental test to see if they are CAPABLE of being parents. If they aren't then the Church should tell them to live a celibate life or get sterilized. Not everyone who can copulate can raise children. What do YOU think?
