Why did the state of North Carolina Sterilize African American Rape Victims?

I just saw this on the news in my political science class. Unfortunately this was done in the 70's. This is a cruel and immoral thing to do to a human being. $200,000 is not nearly enough money to ease the pain and suffering this woman went through being violated twice, once by her attacker and again by the state of North Carolina.
