Don't you think that 2 adults should be tested before they are allowed to procreate?

I've read a lot of horrible tales from the teenage section about abusive and negligent parents. I believe the way to stop this type of horror is to ONLY allow those people psychologically and mentally prepared to procreate. If they cannot pass these tests then they should be sterilized. What do YOU think?
