Any way I can communicate with my neighbor who is stealing my internet?

My neighbor Alex is stealing my internet and is using it right now. His sister is my friend so I'm not calling the cops or setting up a password to block it. And I was wondering if I can communicate with the internet to him. Like message him from my internet. Somehow? Thank you.
