Clear, itchy bumps on and surrounding tattoo. Any ideas?

In feb. i got a tattoo that was done in all black. It was done by a close friend at his house but I personally saw everything sterilized. Either way it went fine, it healed good. maybe a week after peeling I started to get itchy clear bumps on and around 75% of the tattoo. It looks like scarring but isn't. Curious to what it was I Popped one of the little ones and it was like popping an ant bite, just clear liquid came out, nothing out of the normal. I've googled infections and such but found nothing exactly like mine. Just want input on what it might be to figure how fast I need to go to a dermatologist.
