Am I trying to move too fast?

I just met this guy about a month ago, and he has been single most of his life. all he does is work, he says he wants to date, but it seems like he dosent put a lot of energy into communication, and I am a true communicator. I know he likes me Because of the conversations we have, but I think he is really not used to having to make time for anybody else. how can I let him know that if we are gonna date, hangout what ever, that he needs to make time for me. he said he would make time for me no matter what he was doing, but im just not seeing it. and in the whole month that we have been talking I have only seen him once. Am i just trying to move too fast or should I just mabey take a break and see how long he takes to contact me. it just seems like he wants me to do all the communicating, and he do the responding.
